During the October 2025 MOCP public hearing process, and prior to the preparation of the summary report for the CVRD Board, the document below represents the official public hearing record of written correspondence received regarding the Modernized Official Community Plan (MOCP Bylaw 4373).

These are the complete and original submissions provided by residents, landowners, and community members during the public hearing process — a total of 77 submissions spanning more than 130 pages. The vast majority raised significant concerns with the draft MOCP and called for various levels of change, with only a small number expressing support for the document as written.

Based on a review of the submissions, approximately 87% were critical of the plan as drafted or the process used to develop it. Many spoke to concerns about rural impacts, economic opportunities, balance within the plan, and whether the final document reflected the diverse values across the CVRD.

This record is not currently available on the CVRD website, despite being the official written correspondence received during the public hearing process.

It is also important to note that following the public hearing and the receipt of these submissions, the recommendation brought forward to the Board Chair and Directors by staff was to proceed with the MOCP without any changes. For many residents who took the time to carefully prepare and submit their input, that outcome raised understandable questions about how their perspectives were considered in the final decision-making process.

Public engagement is meant to ensure that community voices meaningfully inform policy — particularly in a document as significant as an Official Community Plan. The MOCP itself speaks strongly to principles of inclusivity, participation, and social equity, making it even more important that the full record of public input not only be visible and accessible, but also recognized and reflected in the form and character of the final legislation.
